Network Advertising Initiative Opt-Out

The "Network Advertising Initiative" opt-out page [link] seems almost standard in online advertising agreements now.  It's ostensibly geared towards providing an opt-out from "networks" developed by partners of websites who by using cookies build up a "network" - e.g., that is able to say that "user no. 34233" visited Yahoo.com, Amazon.com, etc. etc.

I wonder how effective this opt-out really is, and if anyone has followed up to see how often users take advantage of it and whether networks actually honor these opt-outs?
