Reasonable Basis - "FTC Accounces Decision to keep all Numbers on DNC Registry":

[T]he FTC announced its decision not to remove any numbers from the national Do Not Call (DNC) registry, despite its plans to require consumers to re-register every 5 years when the DNC program was initially rolled out.

According to FTC statistics, 94% of Americans know about the DNC registry, 76% are registered on the list, and over $8 million in "consumer redress" has been awarded following DNC violation cases.
